Piloting CTLVS Application in Enterprises

In September 2015, the State Forestry and Grassland Administration’s Center for International Forest Products Trade (CINFT) and Bureau Veritas conducted a joint audit at Guangxi Jingui Pulp & Paper Co., Ltd., asubsidiary of Asia Pulp & Paper.

The audit team used each indicator in the Chinese timber legality verification standards and the Bureau Veritas due diligence service standards to verify the legality paperwork and supply chain documents for three raw materials (logs, wood chips, wood pulp). The team interviewed staff about the enterprise's management system. It also conducted a field survey at the log and wood chip yard, and at self-operated logging and production sites, and finally produced its comprehensive audit report.

In October 2015, the CINFT and Bureau Veritas jointly conducted a two-day timber legality verification pilot exercise at FUREN Wood Industry (Fuzhou) Co., Ltd, which is China's only state-owned enterprise that makes wood-based panels. FUREN Wood Industry has received certifications such as green wood-based panel certification from several certification bodies. It is China's only enterprise to have received recyclable material certification.

Two teams carried out the verification work. The document audit team was mainly responsible for interviewing department heads at offices and production sites, randomly checking suppliers’ records of transactions and purchases, and checking the application of corresponding administrative rules and controls. Extra attention was paid to the purchase department involved in import and export.

The site audit team's work was carried out at two suppliers' production sites and the forest. The team found that FUREN had three advantages and two weaknesses, and offered suggestions accordingly.
