China adopts new forest certification regulation: FSC operations will continue

FSC has received definitive clarification from China’s governing forestry body and certification regulator that our operations in China can continue under the new national forest certification regulations.

On 24 June 2015, the Certification and Accreditation Administration of the People’s Republic of China (CNCA) and the State Forestry Administration of the People’s Republic of China (SFA) jointly published a bulletin stating that forest certification systems developed by FSC, the Programme for the Endorsement of Forest Certification (PEFC), and the China Forest Certification Council (CFCC), are to be administered under a new regulation.

The regulation requires forest certification is based on Chinese national and industrial standards, and provides a reference list of standards that does not include FSC. However, FSC has received assurance from CNCA and SFA that FSC standards can continue to be used in China.

“In meetings with CNCA and SFA in April we discussed the Chinese government’s acceptance of FSC in its regulatory framework and the growth of international market opportunities for China. FSC is committed to working with Chinese government bodies on sustainable forestry solutions that benefit business and the Chinese people – we are looking forward to continue growth in China in the years to come,” remarked FSC Director General, Kim Carstensen.

The main impact of the new regulation will be upon the certification bodies auditing FSC certificate holders – who must also become accredited to undertake audits to CFCC standards – but the certification bodies will continue to provide audits based on FSC standards as they have done in the past.

Certification bodies auditing FSC certificate holders need to be accredited by Accreditation Services International (ASI), a global organization set up specifically for this purpose. This will not change; it is a global requirement of the FSC scheme, and an important part of FSC’s credible verification system.
